If you haven't already mailed your ballot to Ponderosa Management, please make your selections and do so as soon as possible. All Barefoot Resort Residential Owners Association owners have been mailed voting ballots. They must be received by the Ponderosa Management office by noon on Friday, December 4th. (Ballots received in the mail after that day and time will not be counted.)  Ballots cannot be accepted if they are faxed, hand delivered, or emailed to Ponderosa.

Four member terms will expire on December 31, 2020, it is therefore necessary to elect:

  • Two (2) Director at Large Representatives
  • One (1) Single Family Village Representatives
  • One (1) Multi-Family Village Representatives

Below are brief resumes provided by each candidate wishing to serve. 

NOMINATING SLATE OF CANDIDATES: Director at Large

D. Blake Prichard – Clearwater Bay – Part Time Resident

WHAT EXPERTISE DO YOU THINK YOU CAN BRING TO THE BOARD?
I have extensive management and project management experience having worked at the Federal Reserve Banks of Boston and Philadelphia for over 42 years. I have managed annual budgets in excess of $100 Million, major capital projects, many automation projects, and handled personnel and policy issues for many years. I was the Chief Operating Officer and Interim President at the Philadelphia Fed. I am retired and split my time between SC and PA. I am a graduate of Northeastern University in Boston, MA and studied leadership and management at the MIT Sloan School in Cambridge, MA.

DO YOU HAVE EXPERIENCE WITH SERVING ON A HOMEOWNERS ASSOCIATION BOARD AND/OR COMMITTEE?
IF SO, PLEASE PROVIDE A BRIEF DESCRIPTION:

I currently serve as a Director on the Clearwater Bay Board of Directors. Previously I chaired its Rental Policy Study Committee. I am an extremely engaged Director in CWB and have no difficulty participating in Board activities regardless of where I am on the planet. I chaired a committee at my other HOA in Collegeville, PA to propose ways to manage our community amenities during the COVID-19 pandemic.

WHAT DO YOU SEE AS THE MAIN ISSUE(S) CURRENTLY FACING THE BOARD?
The current Board is doing a terrific job in recovering from several years of weaker management, and it will need management and project management help as it handles the ambitious projects on its plate. The BRRA must be successful in every major project to improve and preserve the community’s assets and to fully restore faith in the Board.

Jerome Saxon – Leatherleaf – Full Time Resident

Previous Board Member. BRRA President. Contracting Oversight & Management.

DO YOU HAVE EXPERIENCE WITH SERVING ON A HOMEOWNERS ASSOCIATION BOARD AND/OR COMMITTEE?
IF SO, PLEASE PROVIDE A BRIEF DESCRIPTION:

Served as BRRA Liaison, and as BRRA President. Helped resolve cabana issues, western boundary wall, and board transparency. Have all open meetings via Zoom.

WHAT DO YOU SEE AS THE MAIN ISSUE(S) CURRENTLY FACING THE BOARD?
Continued Board transparency and placing proper financial and contracting procedures in place.

Kenneth B. Skelly – Clearwater Bay – Full Time Resident

WHAT EXPERTISE DO YOU THINK YOU CAN BRING TO THE BOARD?
I have practiced law for over 49 years, in government service with the Commonwealth of Pennsylvania, private general practice in DC and PA, and alcohol beverage regulatory law as a corporate lawyer. I've been admitted to practice law in Washington, DC, PA and TX, and maintain my membership in the PA Bar. For 18 years, I was a corporate compliance lawyer in Dallas, New York and CT. Now, I am mostly semi-retired, but still a Partner and Director of Regulatory Affairs in the law firm Lawson & Weitzen, LLP in Boston, MA.

In 2014, I was first approved by the national President of Community Associations Institute to serve as a Community Association Volunteer (CAVL) on the South Carolina Legislative Action Committee until the present. In this capacity, I worked with others from HOA's around SC and legislative staff to represent the interests of all ‘common interest community’ property owners by explaining how our communities are governed and seeking fair treatment from the South Carolina Legislature.

The SC House and Senate named me in September 2015 as one of Three (3) Homeowner representatives on the 13-member HOA Study Committee to consider possible community interest legislation, and report to the SC Legislature. This effort resulted in Act 245 of 2017.

DO YOU HAVE EXPERIENCE WITH SERVING ON A HOMEOWNERS ASSOCIATION BOARD AND/OR COMMITTEE?
IF SO, PLEASE PROVIDE A BRIEF DESCRIPTION:

Elected by acclamation (without opposition) by the Multi-Family Village, I briefly served on this Board in 2019 (resigning March 26, before the Cabana contract vote), and was elected in 2013-14 as At-Large Director after serving as Alternate Voting Member in 2012, and again served as Alternate Voting Member in 2015. I served in CT as Vice President of our condo's board for three years where I led community meetings with developers to resolve construction issues.

Since moving to Barefoot in 2009, I have helped our neighborhood Board draft community rules, and served on the Clearwater Bay/Bay Village Advisory Committee & Board when it started. I have served as President of the CWB Board since my wife and I are full-time, permanent residents in Clearwater Bay. I maintain day-to-day contact with my neighbors and the issues that affect our community. Given the duties of a Board Director, and the importance of those responsibilities both to our owners’ quality of life and in conducting the business of this Board, I think living here is important. More broadly, I've served on SC House/Senate Legislative Committee meetings as one of two Homeowner Members on the 2017 HOA Bill, and attended North Myrtle Beach City and Horry County Council meetings, and addressed SC Legislators and City Council on issues important to our overall community.

WHAT DO YOU SEE AS THE MAIN ISSUE(S) CURRENTLY FACING THE BOARD?
Community education and feedback. Because of my involvement for the past 11 years, I am aware of the challenges and opportunities facing the Barefoot Community. I would encourage an expansion of the Board's recently laudatory efforts to educate owners about topics of importance and interest. Common Interest Communities like ours are complex legal entities. Often, owners are frustrated that their concerns are not taken into consideration by the Board. Having served on this Board, I know the reverse can also be true. I hope to work with the Board, the Voting Members and members of the Barefoot Resort Residential Association again to enhance owners' opportunity to share their views. It is my fondest wish that Board achieve a more informed, aware and trusting community of owners resulting in the best outcome for all, and a cohesive, supportive group of proud homeowners. Our Association could be such a powerful force in our larger community if we were able to work together toward our common goals.

Paul Ferris – Blackwater Townhome- Full Time Resident

Member of HOA in Waynesboro, Virginia for three (3) years.

WHAT DO YOU SEE AS THE MAIN ISSUE (S) CURRENTLY FACING THE BOARD?

  • Traffic management as additional area unit’s increase.
  • Oversight of Cabana project

John McInerney – Havens – Full Time Resident

WHAT EXPERTISE DO YOU THINK YOU CAN BRING TO THE BOARD?
I have extensive executive management and non-profit Board experience that is relevant to the operational and financial management and issue resolution functions of the BRRA Board. I also have an extensive engineering background which will benefit the Board in dealing with technical content and issue resolution. Further, my communication and personal interaction skills will be beneficial in interacting with Barefoot residents both in open Board meetings and one-on-one interactions. I have attached a short bio of both my commercial industry and nonprofit experience.

DO YOU HAVE EXPERIENCE WITH SERVING ON A HOMEOWNERS ASSOCIATION BOARD AND/OR COMMITTEE?
IF SO, PLEASE PROVIDE A BRIEF DESCRIPTION:

I have experience with the BRRA Board as a member of the non-sanctioned Barefoot Western Boundary Project Committee since January, 2018. My participation on this Committee has resulted in significant interactions with the BRRA Board, the BRRA Board attorney, Ponderosa and Barefoot residents. The goal of this Committee is to represent the Barefoot property/fence owners in working with the Board and Ponderosa to improve the Barefoot community with the construction of a new western boundary fence/wall.

WHAT DO YOU SEE AS THE MAIN ISSUE(S) CURRENTLY FACING THE BOARD?

  • Successful completion of the cabana construction.
  • Managing COVID-19 impacts on the Barefoot Resort.
  • Implementation of the western boundary project.
  • Managing operating expenses to minimize increases in HOA fees.
  • Maintaining Barefoot as a premier resort in the Myrtle Beach area.

Allan Meese – Oak Pointe – Full Time Resident

WHAT EXPERTISE DO YOU THINK YOU CAN BRING TO THE BOARD?
I offer over three decades of extraordinary success in a serious of high-level Finance and Operations rules at Scholastic Inc. Pearson Inc. & Holtzbrinck LLC.

IF SO, PLEASE PROVIDE A BRIEF DESCRIPTION:

My experience is limited to being a property owner. I do however have significant experience running large scale projects.

WHAT DO YOU SEE AS THE MAIN ISSUE(S) CURRENTLY FACING THE BOARD?
Leadership, Transparency, Skillset – knowing when to seek outside counsel/help when we lack the resident knowledge on the Board. Lastly, communication.

Steve Peregoy – Leatherleaf – Full Time Resident

WHAT EXPERTISE DO YOU THINK YOU CAN BRING TO THE BOARD?
38 years in the insurance and financial services industry.

Have held multiple senior level management positions to include Senior VP and CFO.

BS Degree in Business Administration, Minor in Economics.

Completed multiple executive programs at Northwestern University Kellogg School in Cost Accounting and Management.

  1. Maintaining an open transparent culture and relationship with BRRA residents a core priority.
  2. Successful completion of the Beach Cabana and the Western Boundary Wall.
  3. Continuing to make Barefoot a premier top of resort in the Grand Stand market by protecting home values.
