Blu Water Development Vote

Most of you are already aware that an application by a developer is being aggressively pursued to build a subdivision adjacent to the Cedar Creek community. This is the 3rd time going before the city for approval. The first time was in 2012, and the developer pulled the application because the BRRA Board at the time denied access. In 2023 the developer pulled the application because the residents started an email campaign to the city with overwhelming and compelling Barefoot residents that did not want the development. This has been an ongoing issue forcing the developer to resubmit numerous changes to their application.

The current application is for 59 Individual single-family detached Residential Units. This will be a standalone community would be similar Tuscan Sand as far as our PDD. The development would also include an amenities center which would prohibit any rights to those residents using any Barefoot amenities including the cabana. Barefoot Resort would NOT receive any money, pro-rated or otherwise from this development.

Please understand that this parcel of land is currently green space / conservation land and is part of the Upper Little River – Atlantic Intracoastal Waterway (030402080301) which consist of approximately 35,184 acres. All of which utilize our outfalls and most specifically outfall #2. This land serves as a watershed that eventually drains into our Outfall #2 drainage infrastructure. Outfall #2 is currently in litigation for who is responsible for repairing the Outfall #2 drainage system. The City has taken the position that Barefoot owns it.

The Board recently learned that commercial / industrial building development on Water Tower Road on the other side of Route 22 also eventually drains through our Outfall #2. The Planning Commission has unanimously voted to deny the application of another mega warehouse requested to be built across from the UPS facility.

The Planning Commission has also unanimously denied the Blu Water project, however their recommendation to the Mayor and City Council is not binding and the Council has the final vote.

In addition to eliminating the current green space and watershed, the parcel would be cleared resulting in the loss of a natural sound buffer from Routes 22 & 31 traffic. Traffic and pedestrian safety issues present additional concerns, but most concerning is the overloading of an already compromised Outfall #2 drainage system in which we are told remains our problem. Preliminary estimates have been as high as $4 million dollars to correct Outfall #2.

The Board believes in transparency when at all possible. The prior Board took it upon themselves to approve and endorse this development without ever polling the residents of Barefoot. We believe the voice of the residents of Barefoot is essential for a project of this magnitude and accordingly would like you to vote for or against Blu Water development.
