If you haven't already mailed (or dropped off) your ballot to Ponderosa Management, please make your selections and do so as soon as possible. All Barefoot Resort Residential Owners Association owners have been mailed voting ballots. They must be received by the Ponderosa Management office by noon on Wednesday, December 4th. (Ballots received in the mail after that day and time will not be counted.)

Six member terms will expire on December 31, 2019, it is therefore necessary to elect:

  • Two (2) Director at Large Representatives
  • Two (2) Single Family Village Representatives
  • Two (2) Multi-Family Village Representatives will be elected by acclamation due to a candidate withdrawing from the Slate of Nominees

There were 2 withdrawals – One from the Multi-Family Village and one from the Director at Large position. 

Below are brief resumes provided by each candidate wishing to serve. 

NOMINATING SLATE OF CANDIDATES: Director at Large

Anne K. Castro – Cedar Creek – Full Time Resident

WHAT EXPERTISE DO YOU THINK YOU CAN BRING TO THE BOARD?
Before I retired 18 months ago, I was the Director of a global Dept. responsible for assuring the quality & compliance of our products for 70 countries. This gave me the experience of working with many different people who had various ways of thinking based on their culture. I feel this is similar to how each neighborhood in Barefoot has their own culture and specific priorities.

DO YOU HAVE EXPERIENCE WITH SERVING ON A HOMEOWNERS ASSOCIATION BOARD AND/OR COMMITTEE?
IF SO, PLEASE PROVIDE A BRIEF DESCRIPTION:

I do not have experience serving on a HOA Board. I do have experience through my career in chairing project committees including maintaining the budget for the project.

WHAT DO YOU SEE AS THE MAIN ISSUE (S) CURRENTLY FACING THE BOARD?
Maintaining the Intent and Integrity of Barefoot resort while ensuring the rules & by-laws are appropriate for today’s needs

Gregory Snow – Brookstone – Full Time Resident

WHAT EXPERTISE DO YOU THINK YOU CAN BRING TO THE BOARD?
I have been a continuous HOA member in five different associations over the last 40 years. Those five associations included Condo, Townhome, and single-family home developments.

I retired from a high-tech quality-oriented engineering career with TRW, Motorola, and Medtronic. I have lived here at Barefoot for 8 years. I believe in this time I have developed an understanding of the challenging culture of the “Independent Republic of Horry County” (see any Horry County published budget for that declaration). This is not America and I’ve come to recognize the many aspects of local ideologies are inconsistent with the values I have imported from America.

My previous lives were spent too busy working to have time for HOA service. Now that I am retired, I have time to dedicate to the HOA benefit effort.

DO YOU HAVE EXPERIENCE WITH SERVING ON A HOMEOWNERS ASSOCIATION BOARD AND/OR COMMITTEE?
IF SO, PLEASE PROVIDE A BRIEF DESCRIPTION:

I have served in the BRRA on: Emergency Planning committee, Web-site committee, Voting Member for Brookstone, and finally BRRA board member.

WHAT DO YOU SEE AS THE MAIN ISSUE (S) CURRENTLY FACING THE BOARD?
Short Answer: Subservience to Developer Control.
Long Answer: The real question is “What are the issues facing the Members?” Let’s face it, Barefoot Resort did not turn out as planned. The failure of the original dream has imparted a lot of dysfunction into the Barefoot Resort management infrastructure. The board needs to work harder at addressing the legacy defects. And, there is that Member participation problem which needs addressing in more diverse ways.

Barry Tooker – Coquina Pointe – Full Time Resident

WHAT EXPERTISE DO YOU THINK YOU CAN BRING TO THE BOARD?

I bring a business background in managing day to day operations for major financial institutions. I have planned, organized, directed and managed major modernization and transformation initiatives for financial services organizations around the world. I have served on the BRRA Board for the past two years and have brought that business knowledge, experience and expertise to help address the issues and concerns throughout our communities.

DO YOU HAVE EXPERIENCE WITH SERVING ON A HOMEOWNERS ASSOCIATION BOARD AND/OR COMMITTEE?
IF SO, PLEASE PROVIDE A BRIEF DESCRIPTION:

In 2017, I was elected to the BRRA Board as a Director at Large. For the past two years I have served as the Treasurer of the Association. During this time, I have created an investment policy that maximizes return of investment while minimizing risk and exposure. I have served as the Board Liaison to the Architectural Review Committee (ARC) and the Lifestyle Committee. In the past I have served as a member of my Homeowners Association in New Jersey. I served as President of my individual Community Board and served as that communities’ representative on the larger community wide Board of Directors.

WHAT DO YOU SEE AS THE MAIN ISSUE (S) CURRENTLY FACING THE BOARD?

  • Barefoot Resort represents a diversity of communities and therefore a consistent approach is needed to identify, address and resolve issues affecting individual communities as well as the community at large.
  • Continued transparency and consistency between the Board of Directors, the Property Management Company and the communities within Barefoot Resort.
  • The lack of a sense of oneness between the disparate communities within Barefoot Resort.

Gary C. Cupit – Oak Pointe – Full Time Resident

Yes. Have served as a Barefoot Board Member for the past year.

Silvio “Rocky” Cutuli – Brookstone – Full Time Resident

WHAT EXPERTISE DO YOU THINK YOU CAN BRING TO THE BOARD?
I moved to Barefoot in March 2013 to enjoy the Barefoot lifestyle. I am and have been an active member of the BRRA by serving our community. I am a past Board member, a past Board liaison to the City of North Myrtle Beach, a past member of the Cabana Committee, a past Voting Member and am currently an Alternate Voting Member. I also volunteer three days a week at the North Myrtle Beach Police Department providing various non-officer services and am a member of the City Planning Commission.

DO YOU HAVE EXPERIENCE WITH SERVING ON A HOMEOWNERS ASSOCIATION BOARD AND/OR COMMITTEE?
IF SO, PLEASE PROVIDE A BRIEF DESCRIPTION:

Before moving to Barefoot, I served several years on the Board of Directors of a large multi-use waterfront planned community, one of the largest Home Owner Associations on the east coast. Also served as member and Chairman of that community’s Architectural Committee. Experienced in resolving many controversial issues relative to Committees, Boards property owners, and communities. I have significant experience in dealing with community issues, such as management; budget and finance; financial audits; board operations, protocols, and policies; committee charters and by-laws; and organizational inter-relationships. I have been involved in homeowner associations since 1979 in various capacities, responsibilities and authorities. I have strong organizational skills; am a good listener, strong on action and am an excellent writer. I am for accurate, meaningful written policies and procedures that provide for the protection of property values while allowing maximum flexibility under our governing documents.  I strongly favor bringing our covenants and by-laws up to date with a thorough review by a Community Associations Institute certified attorney so that our members can be assured that our Association is in full compliance with governing Federal and State laws

By electing me to the Board I commit to you that I will pursue open dialog with all members, transparency on all Board Actions, and strong representation on Barefoot issues. I pledge my utmost to: Promote efficient operation of the BRRA; ensure consistent Board actions; provide effective oversight of BRRA funds; conduct meaningful communication with all members; promote effective use of the voting members; impartially represent the community’s sentiments on amenities and lifestyle; be proactive on important issues facing our community.

Career:

  • Teacher 32 years at Tunkhannock Area Schools
  • Christmas tree farm business on our 30 acres of land in Pa. for 28 years
  • Retired from teaching in 2006
  • Sold cars at the Honda’s Dealership for a year and a half
  • Worked at Lowes Home Improvement for five years
  • Bought our home in Bridle Ridge in 2010
  • Became a full time resident in 2014
  • Voting member for Bridle Ridge 2019

Over my career, I have worked on a significant number of committees, went to conferences, wrote curriculum, problem solved many issues in our district with parents, administrators, and board members.

WHAT DO YOU SEE AS THE MAIN ISSUE (S) CURRENTLY FACING THE BOARD?
I’m running for the board to try to make a difference in our Barefoot Community. As a board member you represent everyone’s interests. Therefore, communication should be a top priority. Lastly, I feel the board should be more accommodating to the residents to resolve their issues in a timely manner.

Neal Witkin – Longbridge – Full Time Resident

In college served as President of Student Government. Past President of youth sports organization with management of $200 k budget. Neighborhood Watch Assistant Chair one year and Chair 2 years.

  1. Follow thru on the satisfactory building completion of the Cabana.
  2. Developing a 5 year Strategic plan for Barefoot’s growth & development.
  3. Challenge for bringing the Barefoot community closer together and being more inclusive
  4. Improving Board communication to Barefoot Residents.
